What changes on 1 November 2026 for parcels from outside the EU
A €2 handling fee per declaration line is expected from 1 November 2026 on parcels from outside the EU, and product identifiers become mandatory. Count your lines and check your list below.
The €2 fee
According to douane.nl, the handling fee is €2 per declaration line, expected from 1 November 2026. The declarant pays it and it cannot be refunded. It applies to all e-commerce consignments from outside the EU delivered directly to a consumer in the EU, also above €150. Goods that share a code go on one line: a parcel with 2 trousers, 3 sweaters and 1 pair of shoes is 3 lines, so €6.
Product identifiers
From 1 November 2026 you must give product identifiers for each declaration line, in data element 12 03 of DECO and DMS, when the declaration uses VAT arrangement F48 (IOSS import), F49 (special arrangement) or F53 (standard B2C declaration).
| Identifier | What it is | Required |
|---|---|---|
| M-PID (C127) | Your own code, as seller or platform | Mandatory |
| NS-PID (C128) | The maker's or supplier's code, if it is not on an international standard | Mandatory |
| S-PID (C129) | A code on an international standard, such as a GTIN or EAN | Only if available. If there is none, enter code Y081 in data element 12 02 |
This is temporary, until the EU Customs Data Hub is introduced on 1 July 2028.
The €3 duty, since 1 July
Since 1 July 2026 the EU charges €3 customs duty per item in a parcel worth up to €150. Goods with the same tariff code are one item. On an H7 declaration the code is the 6-digit HS code. The duty is set to run until 1 July 2028.
Sources, checked on 20 October 2026: douane.nl on the fee (in Dutch), douane.nl on identifiers and the European Commission on the duty.

It runs in your browser: nothing you type or paste is sent anywhere.
Example: the parcel from douane.nl, with 2 trousers, 3 sweaters and 1 pair of shoes. The codes only show how lines are counted. Change the rows to try your own.

Codes for a whole product list
Send your product list (CSV or Excel) by e-mail and get a code for every line back by e-mail within one working day. The first 50 lines are free, once per company, then the prices on the HS code finder page apply. Each code is a suggestion to check before you file it.
Customs brokers: volume prices from €0.05 a line, write to us.
Terms: Code Services Addendum.
Codes are never changed to reduce lines or fees: a code follows the goods.
