HS code for phone cases

A phone case that covers the back, the sides and the front, such as a flip or wallet case, is an article carried in the pocket or handbag, heading 4202, coded by what its outside is made of. A cover for only the back and the sides goes by its material: of plastics or silicone, 3926 90 97.

The possible codes

From the EU's Combined Nomenclature 2026, in English.

Heading 4202: cases, bags, wallets and similar containers

Trunks, suitcases, vanity cases, executive-cases, briefcases, school satchels, spectacle cases, binocular cases, camera cases, musical instrument cases, gun cases, holsters and similar containers; travelling-bags, insulated food or beverages bags, toilet bags, rucksacks, handbags, shopping-bags, wallets, purses, map-cases, cigarette-cases, tobacco-pouches, tool bags, sports bags, bottle-cases, jewellery boxes, powder boxes, cutlery cases and similar containers, of leather or of composition leather, of sheeting of plastics, of textile materials, of vulcanised fibre or of paperboard, or wholly or mainly covered with such materials or with paper

Composition leather is only the material of heading 4115, made with leather or leather fibre (chapter 41, note 3), so imitation leather of plastic is not leather here. A textile coated with plastics whose outer layer looks like plastic sheeting counts as plastic sheeting (explanatory notes to the CN, 4202 12 11 and 4202 12 19).

Heading 3926: other articles of plastics

Other articles of plastics and articles of other materials of headings 3901 to 3914

CodeOfficial textApplies when
HS 3926 90OtherAn article of plastics that is not office supplies, clothing, a fitting or an ornament
CN 3926 90 97OtherNot a drain filter bucket or a face shield

This is what the CN explanatory notes to 4202 31 to 39 say: phone cases there may be of any material, with or without a closure, and cover the back, the sides and the front; simple cases covering only the back and the sides are classified by their material, and cases for tablets and e-readers go to 4202 91 to 99 (explanatory notes to the CN, OJ C 119, 29.3.2019).

Silicone: the Commission classified a small bag of moulded silicone in 3926 90 97, as other articles of plastics, and ruled out heading 4202 for it, because the bags of that heading must be of the materials it names and moulded silicone is not sheeting of plastics (Commission Implementing Regulation (EU) 2020/2179).

A smartphone sleeve worn on the arm is not carried in the pocket or handbag: the Commission classified one with an outside of textile in 4202 92 98 (Commission Implementing Regulation (EU) 2015/2318).

The tariff's own lines do not name phone cases: the explanatory notes above are where the EU draws the line between a case of heading 4202 and a cover that goes by its material. Compare your case with them; a binding ruling (BTI) from customs settles it.

Not shown: 4202 91 10, 4202 92 11 and 4202 92 91, for travelling bags, toilet bags, rucksacks and sports bags; 4202 92 15, for musical instrument cases; 3926 90 50 and 3926 90 60, for drain filter buckets and face shields.

The €3 customs duty per item

Since 1 July 2026 the EU charges €3 customs duty per item in a parcel worth up to €150. Goods with the same tariff code are one item.

How many digits of the code count depends on the declaration: 6 on H7, 8 on H6, and 10 on a full H1 declaration, where origin and description also separate items.

Check the code before you file it

This page shows the lines of the tariff and what leads to each. It is not a ruling: a binding one, called a BTI, comes only from a customs authority. Compare the official text with your product, and look the code up in the EU's TARIC database. You are responsible for the code on your declaration.
